Tuition-for-work exchange ? ? ?

Are there any states that offer to pay your graduate tuition (or a percentage) in return for working for them for a number of years?
Must one be a resident of such state?
I am looking to start an Online Library Science program.
I would prefer to work in a rural situation.
Can relocate anywhere.
Any ideas at all on this?
I can't find anything online and i've searched extensively.
