COMPUTERS AND APPROPRIATE PURCHASES

How many computers will be funded for each participating library?
 
Why does the foundation value a computer at $2,600? I can go out and buy a computer for much less. 
  
 
What are acceptable purchases?
 
What are examples of items that cannot be covered by grant funds?
 
Can a library purchase computers early, in other words, front the money, and then take the disbursement at the scheduled times. Is that acceptable?
 
Can we buy more than the minimum number of computers specified by the Gates Foundation for our library? 
 
Can we buy fewer than the minimum number of computers specified by the Gates Foundation for our library? 
 
Am I required to comply with the Children’s Internet Protection Act (CIPA) like with LSTA grants?
