This initiative focuses on libraries that are serving high-poverty communities with limited access to computers and the Internet. 

This program differs from the previous foundation initiatives, in that it includes a local funding match requirement and it provides funds to purchase computers and the associated training and technical support rather than the equipment itself.  These matching grants provide an incentive for libraries to engage the community to raise funds and communicate the value of technology in libraries. The program also seeks to motivate local governments to commit long-term local funding to computer services in public libraries.

Participating Libraries are Required to:

Libraries are responsible to raise local matching funds and complete other training and evaluation requirements:

  • Provide local match documentation during each phase
  • Attend the Turning the Page:  Building Your Library Community advocacy training
  • Purchase and install the appropriate number of computers in the eligible library buliding(s)
  • Run Tech Atlas script after each hardware installation to report successful installation of the computers
  • Participate in the ALA/UMCP Internet and Public Libraries Funding Survey three times

Participating Libraries are Eligible for:

With sustainability of public access computers and access to the internet as the ultimate goal, libraries:

  • Receive grant funds to add or replace public computer workstations (contingent upon meeting the requirements of this program)
  • Attend a free, two-day advocacy symposium - a professional development opportunity including training, panel discussions, inspirational speakers and networking
  • Have ongoing access to Tech Atlas technology planning and inventory tools
  • Benefit from the public relations and media outreach tools to promote participation in the grant program
