Just noting that the assumptions appear to be limiting factors rather more than "ideal starting points" for sophisticated library system programming.
For instance, consider #1:
Standards of service for Illinois library systems promote accountability, ensure a consistent framework for planning and provide a justification for system funding.
That's well and good, but has a central planning perspective ... doing a good job from the POV of system members ought to be a critical point.
Moreover, consider #9:
The Illinois State Library, the regional library systems, and Illinois libraries will coordinate and cooperate to plan and execute necessary services and programs in order to provide the best possible library service for Illinoisans.
That's good, when useful to the memberships comprising each system. It's largely irrelevant, however, if the services and programs required at one system are deemed too expensive or non-useful at another. It smells of "leveling" when what is required is excellence.
