Creating a shutdown shortcut on a limited access account in XP

Does anyone know how to make a shutdown shortcut work on a limited access account in XP. It lets you set up the shortcut but when you use it it just flashes and nothing happens until you change it to an administrator account. But I don't want to do that. HELP!
