If a member of your library staff is a member of the Illinois Municipal Retirement Fund and is retiring or contemplating retirement, they may be able to convert eligible sick leave to service credit by complying with applicable provisions of the Illinois Pension Code. If your library hires high school students as employees—whether during the summer or during the school year—the library will have to comply with the child labor provisions of the Illinois Child Labor Law and the federal Fair Labor Standards Act (FLSA). When both the Illinois and the federal child labor laws cover a child's employment, the stricter of the two laws will prevail. Sometimes a library employee experiences serious financial straits from past-due debts, unpaid child support payments, tax levies or other third party obligations. If that happens, then the employing library, library district, or library system may be required to respond to a legal process that requires the library to withhold monies from the employee's wages and to pay those monies over to the employee's creditor.
